On the eve of the Federal Reserve's two-day policy meeting, Wall Street forecaster Jim Bianco believes the central bank will likely stay on hold until next year. The pressure keeps building on President Joe Biden's Education Department to include as many student-loan borrowers as possible in its second debt relief plan. After the Supreme Court struck down Biden's first attempt at broad debt cancellation, the Education Department announced it would be pursuing a new route for relief using the Higher Education Act of 1965. However, it did not include a category for borrowers with financial hardship, and some of the negotiators are requesting an additional session to discuss that topic. "As we repeatedly stated in the negotiations, we think that regulations that allow the Secretary to provide debt relief based on borrowers' financial hardship are a critical part of any debt cancellation agenda," they wrote. CNN —The Dana-Farber Cancer Institute, a prestigious Harvard teaching school, is moving to retract six studies and correct 31 others following allegations of data manipulation. The steps by the Harvard Medical School affiliate come after a molecular biologist published a blog post earlier this month alleging researchers falsified data by manipulating images. More than 50 papers are part of the ongoing review by Dana-Farber into four researchers, all of whom have faculty appointments at Harvard Medical School. Earlier this month, Sholto David published a blog post titled “Dana-Farberications at Harvard University,” alleging researchers at the cancer institute manipulated images and data. Nvidia is set to deliver three new chips to domestic manufacturers in the coming days, Chinese financial media Cailian Press said Thursday, citing sources. The chips — called HGX H20, L20 PCle and L2 PCle — are based on Nvidia's H100 chip, the report said. Nvidia said in a September 2022 filing the U.S. government would still allow it to develop the H100 in China. In the near term, Chinese manufacturers have no better option and they will continue to buy Nvidia's chips, while searching for replacements.

LONDON, Sept 29 (Reuters) - Hedge fund Eisler Capital posted a 4.17% positive performance for the year to end-August, it said in a letter to investors, benefiting from a basis-trade strategy that has regulators worried about financial stability risks. According to the letter seen by Reuters, basis trades have been a part of the most profitable trading strategy for the $3.7 billion London-based hedge fund this year. While the fund uses basis trades in U.S. Treasuries, it also employs them with the euro, Swiss franc and Swedish government bonds, the letter showed. A Fed paper on Aug. 30 said that if these positions represent the so-called basis trades, "sustained large exposures by hedge funds present a financial stability vulnerability" warranting "diligent monitoring." The Eisler investor letter also showed the hedge fund uses swap derivatives to mitigate the riskiness of its positions.

LONDON, June 27 (Reuters) - There's a renewed scramble for copper sitting in London Metal Exchange (LME) warehouses. Headline LME copper stocks have slid from 100,100 tonnes to 77,050 over the last three weeks despite almost 30,000 tonnes of arrivals. The drain on LME copper stocks is puzzling given weakening manufacturing activity in both Europe and the United States. It wouldn't be the first time that the LME stocks signal has been refracted, and the lower the stocks, the easier it is to bend the light. The Shanghai exchange has experienced tightness across the front part of the curve since March, with time-spreads now also the widest since November.
